
WINNIPEG, Manitoba, June 1 (UPI) -- A Canadian man who stabbed, beheaded and dismembered a passenger aboard a Greyhound bus in 2008 is ready for short breaks from his mental ward, a doctor says.
Dr. Steven Kraemer told a provincial review board in Winnipeg that Vincent Li's treatment team endorses allowing Li to leave his locked ward at a Manitoba mental health center for up to 15 minutes twice a day, the Winnipeg Free Press reported Tuesday.
Kraemer said the two, 15-minute breaks for fresh air and recreation could be gradually increased to one hour.
"We're taking a very cautious approach," Kraemer said. "We have no way of knowing how he will respond."
Li was found not criminally responsible for the unprovoked killing of Tim McLean, 22, aboard a Greyhound bus near Portage la Prairie in 2008.
He admitted responsibility for the attack but it was determined he was suffering from untreated schizophrenia and psychotic delusions at the time.
The review board is expected to decide Li's case later his week.
