KHARTOUM, Sudan, April 28 (UPI) -- Despite a flawed election, the United States needs to prepare southern Sudan for its likely future as an independent state, the U.S. special envoy says.

Maj. Gen. Scott Gration warns violence will result unless the United States redoubles its efforts, The New York Times reported.

Gration said the re-election of President Omar Hassan al-Bashir has set the stage for the political transformation of Sudan.

In January, the southern part of the country holds a referendum on whether to secede.

Gration said he thinks the south, which has much of Sudan's oil reserves, will vote to break away. The question, he says, is whether the north will let it go without a fight.

The United States must not only head off a war but will also have to pour in resources to help southern Sudan build its government and economy by 2011 when independence would take place, Gration says.
