WINDSOR, Ontario, Nov. 8 (UPI) -- A 37-year-old Windsor, Ontario, man has been charged with committing an act of genocide in Rwanda in 1994, Canadian authorities said.

Jacques Mungwarere was arrested under Canada's Crimes Against Humanity and War Crimes Act and had a preliminary court hearing Saturday, The Ottawa Citizen reported Sunday.

Canadian prosecutors investigated Mungwarere for six years before arresting him Friday, said Sgt. Marc Menard, a Royal Canadian Mounted Police spokesman.

"The investigation in Rwanda was very difficult, time-consuming and dangerous for the officers," Menard said, adding it was difficult to locate witnesses and then convince them to talk about suspected war crimes.

Mungwarere is accused of participating in the slaughter of Tutsis and politically moderate Hutus killed in Rwanda during the genocide of 1994. He is the second person to be charged under Canada's war crimes act.

Last month, Desire Munyaneza, 42, was sentenced to life in prison in Canada after being convicted of seven counts of genocide in Rwanda in 1994.
