Eide confident about Afghan runoff

KABUL, Afghanistan, Oct. 21 (UPI) -- Plans are being developed to ensure Afghanistan's presidential runoff election is held as scheduled, the U.N. special representative to Afghanistan said.

Karl Eide told the BBC efforts would be made to limit fraud in the Nov. 7 runoff, and to ensure the voting -- which would be conducted under difficult circumstances -- is credible and that those accused of vote rigging in the Aug. 20 elections are not hired again.

"But let us not be under any illusions, we cannot make any dramatic changes in the course of two weeks," Eide said.

"All the material we need has been brought into Kabul; it will now be flown into the provinces. Then we will discuss the security plans," he said.

Eide said it would up to Afghans to decide whether an agreement could be reached between Afghan President Hamid Karzai and rival candidate Abdullah Abdullah that make a runoff unnecessary.
