CHICAGO, Dec. 1 (UPI) -- Chicago Mayor Rahm Emanuel asked for the resignation of Police Superintendent Garry McCarthy on Tuesday, one week after a police video showed a white police officer fatally shooting a black teen 16 times, most while the teen was on the ground.
The announcement came as Emanuel announced a police oversight task force to review the "accountability, oversight and training" of the department after Officer Jason Van Dyke shot 17-year-old Laquan McDonald as the teen turned his back on the officer and began walking away while carrying knife.
