WASHINGTON, July 28 (UPI) -- U.S. Rep. Mark Meadows, R-N.C., submitted a resolution Tuesday calling for the ouster of Rep. John Boehner, R-Ohio, as speaker of the house, saying the leader's actions have caused the power of Congress to "atrophy."

The resolution accuses Boehner of bypassing the majority of Congress by centralizing decision making.

"The speaker has, through inaction, caused the power of Congress to atrophy, thereby making Congress subservient to the executive and judicial branches, diminishing the voice of the American people," the resolution read.

Meadows also says Boehner punishes members who vote according to their own conscience, not according to the speaker's will.

The Hill reported the resolution will likely be submitted to the House Rules Committee, where Chairman Pete Sessions, R-Texas, has the power to ignore the measure. But Meadows could ask for a vote on the motion within the next two legislative days, Politico reported.

Rep. Devin Nunes, R-Calif., disagreed with Meadows' resolution, saying, "when you don't raise any money, and you need a way to raise money, you do gimmicks like this.
