WASHINGTON, Feb. 22 (UPI) -- Sen. John McCain says he's "ashamed" that the U.S. government has yet to send arms to the Ukrainian military, which has been battling pro-Russian separatists since last February.

"I'm ashamed of my country, I'm ashamed of my president and I'm ashamed of myself that I haven't done more to help these people," the Arizona Republican said Sunday in an interview with CBS' Face the Nation. "It is really, really heartbreaking."

"The Ukrainians aren't asking for American boots on the ground," McCain added. "They're asking for weapons to defend themselves. They're being slaughtered and their military is being shattered."

McCain also said that Russian President Vladimir Putin "wants Ukraine not to be a part of Europe and he is succeeding at doing so."

Secretary of State John Kerry said Saturday that the United States was considering further sanctions against Russia for backing the separatists and undermining a Feb. 12 ceasefire agreement.

"We're not going to sit back and allow this kind of cynical, craven behavior to continue at the expense of the sovereignty and integrity of another nation," Kerry said.
