Miller has been with the Newton Police Department since 2001. He has been suspended from the department.

Newton police began an internal investigation into Miller's alleged behavior after an anonymous tip was received by the department. The tipster made the exposure allegation and said he felt sexually harassed by Miller.

According to an affidavit posted by the Smoking Gun, in at least one alleged incident, Miller did not issue a ticket to a driver for having an expired registration. The driver told investigators that Miller had exposed himself during the traffic stop.

During another stop, Miller allegedly did not investigate or test a potentially drunk driver, even though the driver reportedly admitted he had been drinking.

Newton police reviewed video of some of the stops, and the affidavit indicates Miller's penis is visible in at least one instance, and his zipper is heard opening or closing in another stop, officials said.
