None of the people in the boat were wearing life jackets.

Phillip Sanchez, 66, said he swam to a rock where he waited until he was rescued by helicopter.

Sanchez was transported to a hospital in Santa Rosa, Calif., and was treated for minor scrapes.

Three men and one woman were found unresponsive in the water, the Coast Guard said.

The men were identified as Jessie Daniel Langley, 79, Samuel Garcia, 86, and David Costa, 60. The name of the woman wasn't released.
