After a review found that one officer was responsible for 80 percent of all marijuana tickets issued in the city between January 1 and June 30, he was reassigned.
There were 83 citations issued during that time period and the officer handed out 66 of them.
That's not all.
In one instance, "the officer indicated he flipped a coin when contemplating which subject to cite," according to the SPD.
He also indicated that he thought Washington's new marijuana laws were "silly."
"I am personally very sorry that apparently a significant number of homeless individuals were inconvenienced by an officer's apparent attempt to get at me. But I'm really sorry that our citizens were unnecessarily inconvenienced," Holmes said in statement, KOMO reported.
