The fight began after uniformed police officer Marcel Jackson attempted to pull over Internal Affairs Lt. David Ramras for speeding and the senior officer declined to stop promptly.
After Ramras finally stopped, a video shot from Jackson's personal GoPro camera appears to show Ramras diving at the uniformed officer. Miami Police Department does not use dashboard cameras.
Other officers were eventually able to separate the two.
"Time will tell how this will play out," Sgt. Javier Ortiz, president of the Fraternal Order of Police, told WPLG. "I believe that Officer Jackson was acting in good faith when he pulled over Lt. Ramras. Once the contact was made between the officer and the lieutenant, that's where things get sketchy."
Jackson has been suspended with pay and Ramras has been assigned to another unit.
"Only time will tell once the investigation plays out who was in the right and who was in the wrong," said Ortiz.
Jackson's attorney sent a letter to Miami Police Chief Manuel Orosa and Major Jorge Martin of the Special Investigations Section requesting the MPD recuse itself from investigating the incident.
