DETROIT, July 4 (UPI) -- A man killed a toddler at a Detroit-area public housing project before shooting her father so he could watch his daughter die, a police officer said.
Raymone Bernard Jackson, 24, of Inkster, Mich., was arraigned Thursday on a charge of murdering Kamiya LaShawn Gross. The little girl was killed Tuesday evening at an Inkster housing project and her father, Kenneth French, 34, and cousin, Chelsea French, 12, were wounded.
The charges included torture as well as first-degree murder and assault. Jackson was ordered held without bail.
"Anybody that feels that they can execute a child in the state of Michigan we're going to go after them with everything that we can. The child was the intended target and that's what the torture charge is for," Lt. Michael Shaw, a state police spokesman, said. "His thought process was that he was going to kill the child in front of this guy and then kill him afterwards, so that would be the last thing he sees."
Police said that French was in stable condition Thursday and Chelsea in critical condition.
Andy Anderson, who lives in Detroit, told the Detroit Free Press he saw Jackson shoot Kamiya in the head as she played outside.
"He shot the baby," Anderson said. "I thought, 'No, he didn't.' And then he turned the gun and started shooting on the porch."
A neighbor, Antwan Harrison, told the newspaper deliberately killing a child broke "the code of the streets."
