The U.S. Attorney's Office in Charlottesville released an indictment charging nine reputed members of the 99 Goon Syndikate with crimes ranging from murder to obstruction of justice. Prosecutors said that Kevin Wayne Quick was killed by Travis Bell and three siblings, Mersadies Shelton, Shantai Shelton and Daniel Mathis.
Quick's body was found in Goochland County in between Charlottesville and Richmond, a few days after he disappeared Jan. 31. Quick was allegedly carjacked after he left his mother's home in Afton to visit his baby daughter and her mother in Albemarle.
Investigators said the kidnappers drove Quick's car to banks, trying to withdraw money from his accounts. The car was later abandoned in Harrisonburg.
"During some of these attempts, Quick was still in the vehicle being held against his will," the indictment said.
Quick was a reserve police officer in Waynesboro with the rank of captain.
