Alleged shooter at Virginia Navy base had been convicted of manslaughter

Shooter at Norfolk Naval Station had transportation identity card that allowed him to enter base and board destroyer.

March 27 (UPI) -- The man who allegedly shot a Navy guard dead at the base in Norfolk, Va., had a record for voluntary manslaughter and drugs, authorities said Thursday.

The shooter was identified as Jeffrey Tyrone Savage, 35, of Portsmouth, Va. He was killed by guards Monday on board the Mahan, a guided-missile destroyer at the Norfolk Naval Station.

Investigators said Savage had a Transportation Worker Identity Credential or TWIC that allowed him to enter the base and to get on board the Mahan. He allegedly grabbed a gun from the petty officer of the watch and then shot Mark Mayo, a petty officer 2nd class.

Authorities said Savage pleaded guilty to manslaughter in North Carolina in 2008 and was released from prison the next year. He also served five years in federal prison for cocaine sales.

Savage drove a truck-tractor without an attached trailer to the base on Monday. Investigators said he had no reason to be there, but drivers say guards at the Norfolk Naval Station often fail to check that card-holders have work orders or other proof of legitimate business.
