New York City council proposes 10-cent grocery bag fees

Proponents say the legislation could save the city $10 million a year.

March 26 (UPI) -- New York City shoppers may have to pay a 10-cent fee for both paper and plastic carry-out bags at grocery stores, street vendors and retail stores, in an effort to stem landfill waste.

A group of 19 city councilors have co-signed the legislation, which needs seven more votes to pass, citing the success of similar efforts in Los Angeles and Washington, D.C.

"New Yorkers use 1 billion disposable, single-use plastic bags every year. It costs the city a lot of money, winds up in trees, clogs up storm drains, and messes up the recycling plants," said Councilman Brad Lander. "Cities across the country have shown that by using a very modest incentive, the vast majority of people will bring a reusable bag when shopping."

Supporters of the legislation said it would save the city $10 million a year by cutting down on clean-up, sanitation and landfill costs.

The 10-fee would go straight back to the vendor, instead of city funds.
