The four suspects, all of whom wore masks during the incident, broke into the parking garage in Miami's Little Havana neighborhood early Thursday, the Miami Herald reported.
They scattered when a woman pulled her car into the garage, said Freddie Burden, a Miami police officer.
Residents said they were puzzled by the break-in.
"We don't have any idea how the people got inside," said a man named Lorenzo, whose 2005 Nissan Maxima was broken into.
"We didn't hear anything," said Laura Sera, 20, adding that her brother's vehicle had its front window broken.
