The freshman Republican senator accused GOP Senate leadership of arranging for the debt limit to be raised by the minimum 51 votes so "we can go home to our constituents and say we opposed it," CNN reported Thursday.
"And listen, that sort of show vote, that sort of trickery to the constituents is why Congress has a 13 percent approval rating," he added.
Cruz said his filibuster on the debt limit earlier this month was not designed to embarrass fellow Republicans.
"In my view, we need to be honest with our constituents," Cruz said. "And last week, what it was all about was truth and transparency. I think all 45 Republicans should have stood together and said, of course not."
Republicans voted with Democrats to end the filibuster, 67-31. The vote on the debt limit was along party lines.
