The FBI said Yan Feng, a permanent resident of the United States who lives in Daly City, Calif., turned himself in two days after the New Year's Day fire, KNTV in San Francisco reported. He allegedly told investigators "all the voices he had been hearing were in Chinese and the Chinese Consulate had to have been involved."
"I made the fire," he allegedly said when he called the FBI, speaking in Mandarin.
David Johnson, the FBI special agent in charge, described the fire as "an isolated incident." In court papers, investigators said three explosive devices went off at the embassy that caused "significant property damage" and could have been responsible for severe injuries.
