WASHINGTON, Dec. 20 (UPI) --
U.S. President Barack Obama
said Friday a top-level evaluation of a domestic surveillance program will consider the balance between security and privacy.
"The values that we've got as Americans are ones that we have to be willing to apply beyond our borders more systematically than we have in the past," the president said at a White House news conference.
