Carolina couple indicted for allegedly handcuffing boy to porch

MONROE, N.C., Dec. 10 (UPI) -- A North Carolina couple was indicted for child abuse after an 11-year-old boy was found handcuffed to their front porch with a chicken tied around his neck.

Dorian Harper and Wanda Sue Larson face a total of 21 counts in the Nov. 15 incident after the indictment was handed up in Union County Superior Court Monday, the Charlotte Observer reported.

The couple had legal guardianship over the boy, whom a sheriff's deputy found on the chilly porch of their Monroe-area home with his leg chained to the railing with handcuffs. The boy also had a dead chicken tied to his neck with twine.

Harper and Larson were accused of multiple instances of abuse between August and November that left him with a permanently disabled finger and a 2-inch knife scar on his face, the newspaper said.

Harper and Larson remained in jail this week. Larson was a supervisor at the county child protective services office at the time and was also charged with failure to discharge her duties as a public servant, the Observer said.
