Kevin Culverson was due in court Wednesday on charges of first-degree murder, the Chicago Tribune reported.
He is charged with shooting Cornelius German, 15, in the back as the teen ran from a dice game the night of April 22.
Police said Culverson lives about a block from the scene of the shooting, which was only a few blocks from the president's home.
