Police said in a statement the driver, Darriean Hess, 20 of Seabrook, was heading south on the Neil R. Underwood Memorial Bridge on Route 1A at Hampton about 8:30 a.m. EDT when her car crossed into the northbound lane and struck the cyclists, The Boston Globe reported.
Police said the cyclists were taking part in the two-day Tri-State Seacoast Century ride, the newspaper said.
The two who died were identified as Elise Bouchard, 52, of Danvers, Mass., and Pamela Wells, 60 of South Hamilton, Mass.
The injured cyclists were Uwe Uhmeyer, 60, of Essex, Mass., and Margo Heigh, 54 of Danvers. Heigh was treated at a hospital and released, while Uhmeyer was hospitalized with what were believed to be non-life-threatening injuries, police said.
A dispatcher told the Globe later in the day Hess, who suffered minor injuries, had not been charged with a crime.
