Agents of the Mexican Attorney General's Office took custody of Mateo Perez Hernandez, 28, Monday at the San Ysidro border crossing, the Immigration and Customs Enforcement agency said.
Perez allegedly hit Eduardo Fuentes with a baseball bat in Mexicali in the Baja peninsula in 2010. Investigators say Perez' brother and Fuentes had become involved in an argument at a party.
U.S. officials say Perez fled to Los Angeles and had been living there for three years.
"Violent criminals who seek to escape responsibility for their actions by fleeing to the U.S. will find no sanctuary in our communities," said Gregory J. Archambeault, field office director for ERO San Diego.
