In an expected move, Mayor Rahm Emanuel named the younger Mell, a state representative, to the post being vacated mid-term by her father, the Chicago Tribune reported.
Richard Mell, 75, is the father of Patty Blagojevich, who is the wife of the imprisoned ex-governor. He was first elected alderman of the 33rd Ward in 1975 and his retirement was effective Wednesday. Deb Mell will serve out the remainder of his term, which ends in 2015.
A five-person panel appointed by the mayor examined the applications and interviewed candidates. Although there were a dozen people in the candidate pool, Deb Mell was the most likely winner, as Emanuel had clearly favored her for months and said she should not be disqualified from consideration merely because she was the sitting alderman's daughter, the Tribune reported.
