WASHINGTON, April 23 (UPI) -- U.S. House Speaker John Boehner Tuesday released a congressional report on last's year attack in Libya that blames then-Secretary of State Hillary Clinton.

The Hill newspaper said the 46-page report by the five committees with jurisdiction contends reductions in security levels prior to the attack that killed Ambassador Christopher Stevens and three other U.S. employees were approved by top State Department officials, including Clinton.
