A witness called police around 5:30 p.m. Monday after allegedly seeing a man and a woman strap four children to the hood of a car in the parking lot of a liquor store, and then drive away.
The Journal Gazette reported a U.S. Marshall pulled them over three blocks away. The children, aged 4, 5, 6 and 7, were unharmed.
Police said Tuesday Aaron Stefanski, 29, had been charged with felony neglect and three counts of driving while intoxicated. Jessica Clark, 29, also faces felony neglect charges. The Department of Child Services is investigating the incident.
