U.N. transfers genocide case to Rwanda

UNITED NATIONS, Feb. 27 (UPI) -- The United Nations tribunal trying suspects in the 1994 genocide in Rwanda has transferred a second case to Rwandan authorities, officials said.

The tribunal's decision to transfer the the case of Fulgence Kayishema, a former police inspector who remains at large, was made Wednesday but the head of the U.N. International Criminal Tribunal for Rwanda ordered the transfer be stayed until the judge is satisfied a suitable monitoring mechanism has been established, the U.N. reported.

The tribunal also requested Rwanda provide regular reports on efforts taken to apprehend Kayishema.

At least 800,000 ethnic Tutsis and politically moderate Hutus were killed during three months of ethnic bloodshed in 1994 following the death of Rwandan President Juvenal Habyarimana when his plane was shot down over Kigali, the capital.

The case of Jean Uwinkindi was transferred to Rwanda last year.
