Brandy Furlong, 21, of McKeesport, Pa., had previously been cited for failing to license, vaccinate and leash her husky and three pit bulls, the Pittsburgh Tribune-Review reported Wednesday.
Police charged Furlong Monday with four counts of not having her animals vaccinated against rabies and four counts of not having her dogs properly licensed.
Furlong had placed a baby seat cradling her newborn on the living room floor of her house Thursday and left the room, the newspaper said.
She said a short time later she heard the baby screaming, ran into the living room and saw the newborn covered in blood with the husky hovering over him.
The baby was taken to Children's Hospital where he died 90 minutes later of severe head trauma.
Authorities took the husky and a pit bull from the house.
Police say although the pit bull was in the living room, they do not believe it actually participated in the attack on the child.
Furlong's boyfriend and father of the baby, Howard Nicholson, 26, has custody of the two other pit bulls, the newspaper said.
