NORFOLK, Va., Feb. 15 (UPI) -- The parents of 4-month-old twins were charged with felony child neglect Tuesday after one of the infants died at a Virginia hospital, police said.

Robert Molinski, 22, and Mary Leanne Webb, 23, were arrested Sunday after calling 911 because one of the twins, Piper, was not breathing. Piper had been in life support before she died at Children's Hospital of The King's Daughters in Norfolk.

Her twin sister, Ella, was in critical but stable condition, Isle of Wight County sheriff's Capt. Rick Gaddis told The (Norfolk) Virginian-Pilot.

Both girls had fractured skulls, broken ribs and black eyes and Piper had burns on her feet, Gaddis said.

"I've seen some terrible child abuse," he said. "I've never seen an infant hurt this bad. It's conscience-shocking."

He said the emergency worker who arrived at the home after the 911 call Sunday observed the house in disarray with dog droppings on the floor.

"The bedding looks like it hasn't been washed in a long time; it's heavily stained," he said. "I would call it deplorable living conditions for anyone."
