Boehner told Politico he believes redistricting has locked in the GOP majority for a decade.
"I think it will be nearly impossible" for Democrats to regain a majority in November, he said, "as long as we listen to the American people and follow their will."
House Minority Leader Nancy Pelosi told Politico she disagrees, saying Democrats could gain as many as 35 seats in November -- enough to return them to control of the House.
Jennifer Crider, a spokeswoman for the Democratic Congressional Campaign Committee said: "[Former Republican Congressional Committee] Chairman Bill Paxon said the same thing in 2003 and was just as wrong as Speaker Boehner is today. By all objective analyses, redistricting is at least a wash and will most likely result in Democrats picking up seats."
