Authorities seek father of dead 2-year-old

NEW YORK, Nov. 23 (UPI) -- An arrest warrant has been issued for the father of a 2-year-old New Jersey girl whose body was found partially submerged in a creek Tuesday, police said.

Tierra Morgan was last seen alive with her father Arthur Morgan III when he picked her up for a supervised visit, Monmouth County authorities told WABC-TV, New York.

Morgan was supposed to return the child Monday evening but didn't show up, the girl's mother said.

New Jersey Attorney General Paula Dow said an Amber Alert for Tierra was never issued because the state of New Jersey changed its activation guidelines in April.

"An Amber Alert may be activated by the State Police in a case involving an abduction by a family member if there is a reason to believe the child may be in danger," she said.

Tierra's father had visitation rights, which may be the reason an alert wasn't issued.
