Spokeswoman Julie Cupernall said a military transport vehicle stopped suddenly on a training range and was hit from behind by a second vehicle, starting the chain reaction.

The vehicles were described by Cupernall as "medium-sized tactical vehicles" used to move soldiers.

The accident was being investigated.

The soldiers, who were taken to hospitals in Gouverneur, Carthage and Watertown, are in the 2nd Battalion, 14th Infantry Regiment, 2nd Brigade Combat Team, 10th Mountain Division, Cupernall said.
