Dominican plastic surgeon charged in N.Y.

NEW YORK, Feb. 3 (UPI) -- A doctor who offered plastic surgery in the Dominican Republic at low prices has been arrested in New York, authorities said.

Hector Cabral, 51, faces charges of unauthorized practice of medicine, the New York Post reported. He was arrested Monday.

Cabral allegedly worked beauty salons in the city, especially in the Washington Heights neighborhood in northern Manhattan. Investigators say he would talk to likely prospects, use a felt-tip pen to show where they could use liposuction and then pitch the services he could provide in Santo Domingo.

Attorney General Eric Schneiderman said at least four women emerged from the surgery with disfiguring scars.

The Post said Cabral has been soliciting patients in New York for more than a decade. A singer told the newspaper in 1999 that she acquired an almost-fatal infection when she underwent surgery with Cabral.

"It's hard to believe there aren't more victims," a law enforcement source told the Post.
