The two are Lashkar-e Jhangvi senior leader Amanullah Afridi, named for acting for or on behalf of LJ, and LJ chief operational commander Mati ur-Rehman, named for acting for or on behalf of LJ and al-Qaida.

The department also designated a third man, Abdul Rauf Azhar, a senior leader of Jaish-e Mohammed, for acting for or on behalf of JEM.

LJ and JEM are both Pakistan-based terrorist organizations, the department said in a statement.

LJ has conducted numerous attacks in Pakistan and is the group responsible for the January 2002 kidnapping and killing of U.S. journalist Daniel Pearl, the department said. LJ was designated by the United States as a foreign terrorist organization by the U.S. State Department in 2003.

JEM has conducted attacks in India and Afghanistan, and was designated as a foreign terrorist organization in 2001.
