WASHINGTON, July 1 (UPI) -- The U.S. Postal Service inspector general has concluded a former executive should not have been allowed to use postal workers for outside business.

Robert Bernstock served as USPS president of shipping and mailing for two years. The Washington Times reports that when it asked the Postal Service about his business activities in December it was told he worked on them during vacations and on days off.

The inspector general said Bernstock "improperly utilized Postal Service employees and property to conduct his outside business interests."

Bernstock had been an executive with Vlasic Foods and Scotts Miracle Gro. At the postal service, he was paid $232,500 a year plus a retention bonus and received more money for serving on corporate boards.

He refused to comment on the report, telling the Times he has "moved on and the Postal Service has moved on."
