Donald Mathias, 64, of Davie apologized during a hearing before U.S. District Judge William Dimitrouleas, the South Florida Sun-Sentinel reported. He pleaded guilty in December to violating federal laws against traveling abroad for illegal sex.
The judge ordered Mathias to pay $200,000 in restitution to his victims.
Mathias arranged his sexual abuse of the sisters with the girls' mother. He not only abused the girls but forced them to sign contracts to act as his slaves, calling him "Daddy Boss."
"I blame him for all of the miserable things that have happened in our lives," one of the girls wrote the court.
The girls' mother and Mathias were detained in the Philippines in December 2008, but he left the country. She still faces criminal charges there.
Family members said Mathias, father of three grown children, had been a generous and caring person. One relative wrote the court, saying he helped save lives while working on a cruise ship that collided with a fishing boat off Malaysia in 1992.
