Nagorno-Karabakh, a region that became part of the Russian Empire in the 19th century, has been effectively independent since the Soviet Union dissolved in 1991. The area was part of Soviet Azerbaijan, and most other countries do not recognize the Nagorno-Karabakh Republic.
Armenia and Azerbaijan have fought repeatedly over the disputed territory. Both sides exchanged fire over Nagorno-Karabakh last year.
The ICRC said Tuesday it visited with an Azeri prisoner of war detained for more than a year in Armenia.
"During this visit, the ninth since the prisoner of war was detained, messages containing news of a strictly personal nature between him and his family were delivered and collected," said Lorenzo Caraffi, head of the ICRC delegation in Yerevan in a statement.
The U.S., French, and Russian governments issued a statement in June expressing their commitment to help parties to the simmering conflict find a lasting and peaceful settlement.
