The incident occurred May 9 at the Balintang Channel in Batanes, when a Filipino Bureau of Fisheries and Aquatic Resources maritime control and surveillance vessel opened fire on a Taiwanese fishing boat, killing 65-year-old Taiwanese fisherman Hung Shih-cheng.
Taiwan's Foreign Minister David Lin told legislators that he was dissatisfied with negotiations with the Philippines over Hung's death, adding that he would take full responsibility for what he considered an unsatisfactory outcome to the discussions, The China Post reported Tuesday.
In an effort to avoid escalating the issue, a Filipino National Bureau of Investigation eight-member team is in Taipei while a group of Taiwanese investigators is in Manila to pursue investigations.
The NBI agents and forensic experts are working with Taiwan's Institute of Forensic Medicine, which will serve as their base of operations while in Taiwan.
