EU frustration with Ukraine grows

BRUSSELS, March 14 (UPI) -- Ukrainian leaders are making poor political decisions that won't move Kiev closer to association with the European Union, EU leaders said.

Members of the European Parliament said they saw a general lack of commitment to democracy and impartial justice in Ukraine.

The European Parliament took a noted stance on the detention of former Prime Minister Yulia Tymoshenko. Tymoshenko is serving a seven-year prison sentence after being convicted on corruption charges, a case that European leaders say is politically motivated.

The European Union said it would consider signing an association and trade deal with Ukraine during a late 2013 conference planned in Lithuania.

"It will not be possible to sign these deals, which would be the most advanced ones that the EU has ever negotiated with a third country, unless the Tymoshenko case and other 'selective justice' issues are addressed in coming months," European leaders said.

The European Union considered October parliamentary elections in Ukraine a step back in terms of democratic development.

The European Court of Human Rights ruled Thursday that Ukraine violated the rights of an inmate who tested positive for the human immunodeficiency virus, which causes AIDS, and who later died in prison. Ukrainian officials are accused of not providing adequate medical care during the detainees imprisonment.
