Park's spokesman was quoted by China's official Xinhua news agency as saying Park was proposing an "emergency meeting" with the opposition Democratic Unity Party.
"It is Park's belief that security issues are not partisan issues," spokeswoman Cho Yoon-sun said.
After her election victory in December, Park said she'd steer a government that would promote regional peace and reconciliation. She said security concerns over North Korea, however, were serious.
North Korea in December launched a rocket that orbited a satellite. Similar launches in 2006 and 2009 coincided with North Korean nuclear tests.
Blog 38 North from the U.S.-Korea Institute at Johns Hopkins University states that satellite imagery of the Punggye-ri Nuclear Test Facility from January indicates that the site "appears to be at a continued state of readiness."
North Korea said any nuclear test would be part of its campaign against the United States. The rocket launched in December had a range that put the U.S. West Coast within reach.
Park takes office Feb. 25.
