Red Notice linked to Georgian abuse video

LYON, France, Sept. 28 (UPI) -- The international police force issued a Red Notice for a prison guard suspected of videotaping the abuse of detainees at a prison facility in Georgia.

A video broadcast in Georgia depicted prison authorities at the Gldani prison sexually abusing inmates. Riots were reported in Tbilisi in response to the broadcast.

Former prison guard Vladimir Bedukadze was identified as the person who likely filmed the abuses. Radio Free Europe/Radio Liberty reports he's fled to Belgium, where he said the film was meant to bring awareness to the issue.

Interpol in the Red Notice describes Bedukadze as a 36-year-old Georgian wanted by authorities in Tbilisi under the "life and health" offense category.

The U.N. Office for the High Commissioner for Human Rights called on authorities to "promptly, impartially and effectively" investigate the abuses depicted in the video.

The government issued a statement saying it launched an investigation into the allegations of abuse. Some officials in the government have since resigned, or offered to resign, and prison authorities were arrested after thousands of people took to the streets to protest the abuses.

Georgia has parliamentary elections Monday.
