ICRC: Thai clashes displace thousands

BANGKOK, Feb. 16 (UPI) -- The International Committee of the Red Cross said it was assisting tens of thousands of people fleeing conflicts along the Thai-Cambodian border.

The ICRC said in a statement that it called on both governments to respect the rule of law concerning non-combatants.

"We raised our concerns regarding the humanitarian situation with the governments of both countries," the statement read. "One of our priorities was for both countries to conduct their military operations in conformity with international human rights law."

The agency said border conflicts since early February have displaced roughly 30,000 people on both sides. Cambodian forces also detained a Thai solider for several days, the ICRC said.

Conflicts flared for a second day this week as both sides exchanged fire across the border.

Thailand rejected an offer to have U. N. peacekeeping troops sent to the area, the site of an ancient Hindu temple. The United Nations said troops would be sent in only if both sides were in agreement and they were part of bilateral cooperation between the two sides.

The U.N. Security Council this week urged both sides to come together to form a bilateral cease-fire.
