Bishkek outlines shape of new government

BISHKEK, Kyrgyzstan, July 13 (UPI) -- The interim government in Kyrgyzstan signed a decree Tuesday outlining the structure of a new presidential administration, representatives said.

Supporters of opposition leader Roza Otunbayeva overthrew Kurambek Bakiyev in April. The fallout from the coup resulted in violence between ethnic Uzbeks and Kyrgyzs in early June, killing hundreds and displacing thousands more.

On July 2, Otunbayeva was declared the president of Kyrgyzstan for a transition period lasting until the end of 2011.

Kyrgyzstan received cautious praise for having a constitutional referendum in the wake of the violence. The measure moves much of the power in Bishkek from the president to a prime minister.

The Kyrgyz leader Tuesday signed a measure that outlines 17 government ministries, a role for a prime minister, government control over infrastructure and moves three newspapers under state control, the Kyrgyz news service 24 said citing the interim leadership.

Lawmakers in Bishkek are to meet in October to pick a new prime minister.
