Nuclear foes Pakistan and India blame each other for regional instability in the fallout from the November 2008 attacks on Mumbai. The Pakistani militant group Lashkar-e-Toiba claimed responsibility for the Mumbai attacks.

Tensions escalated recently over skirmishes associated with the disputed region of Kashmir. In January, Pakistani paramilitary forces said Indian troops fired on their positions in Lahore. India denied the allegations.

Meanwhile, a previously unknown group calling itself Lashkar-e-Toiba al-Alam claimed responsibility from Pakistan for a weekend attack in the western Indian city of Pune. The group said it was upset that New Delhi refused to discuss the issue of Kashmir during upcoming talks with Islamabad.

Pakistani officials told Dawn the IED issue would be raised with Indian diplomats during bilateral talks.
