
UNITED NATIONS, Nov. 13 (UPI) -- The international community must remain focused on strengthening protective measures for the threat posed by cluster bombs, the U.N. secretary-general said.
U.N. Secretary-General Ban Ki-moon called on member states to remain focused on the provisions of the Convention on Cluster Munitions adopted in May 2008.
"I urge you to remain focused on strengthening the protection of civilians from the inhumane and indiscriminate impact of these weapons," said Ban.
The CCM prohibits the use of cluster munitions due in part to their high rate of failure, which creates de facto minefields strewn across the battlefield rendering the land useless and endangering lives.
Nearly all of the victims of cluster bombs are civilians who suffer from the loss of limbs or death from unexploded ordnance.
The U.S. and other governments agreed to ban the use of a type of cluster bombs known as the Dual-Purpose Improved Conventional Munition because of the danger of unexploded ordnance.
The current DPICM had a dud rate of more than 2 percent, which made free movement through target areas extremely dangerous.
