DHS releases emergency grant guidelines

WASHINGTON, Nov. 5 (UPI) -- The U.S. Department of Homeland Security Wednesday released application guidelines for more than $3 billion in emergency preparedness grants.

The DHS released the Federal Emergency Management Agency's Fiscal Year 2009 Application Guidance for 14 federal grant programs. Additionally, the DHS Wednesday released guidelines for the Fiscal Year 2009 Urban Areas Security Initiative.

More than $3 billion is available in grant money for programs that better prepare cities and regions around the United States to respond to terrorist attacks and major man-made or natural disasters, among other threats.

DHS officials say since the grant programs began, areas in the United States considered at elevated threat risks have moved from capability building to performance-based planning.

"This year's funding priorities are consistent with last year, and reflect a mature and disciplined grants program," Homeland Security Secretary Michael Chertoff said in a statement.

"We are now in the position of being able to inform high-threat urban areas of their target allocations ahead of time, which will go a long way in helping their applications."
