BRUSSELS, Sept. 25 (UPI) -- Failure by the international community to support Kosovo could lead to a destabilizing partition, according to a report by the International Crisis Group.
The international community promised to supervise the security of Kosovo, as was laid out in a plan by the United Nations after the country declared independence from Serbia in February. The report, released Thursday by the independent non-governmental organization, says promises have not been met as a result of an "insufficient political will and weak coordination," the Crisis Group reported.
The report, entitled "Kosovo's Fragile Transition," says there is a growing threat that without support from the European Union, which agreed to set up a defense policy operation, Kosovo could be partitioned along ethnic lines and potential destabilization.
"Kosovo is proving to be a difficult, decisive test for EU security and defense policy, and the political will mustered before February is dissipating," Sabine Freizer, Crisis Group Europe program director, said in a statement.
"At a time when the EU is engaged in tough talks with Russia about Georgia, it would be dangerous to show a lack of resolve so close to home."
