Report urges new approach to Darfur

BRUSSELS, Nov. 26 (UPI) -- In a new report, the International Crisis Group calls the Darfur Peace Agreement a failure and urges a revision of the approach to a political settlement.

The Crisis Group report, called "Darfur's New Security Reality," argues that as a result of the crumbling security in the Darfur region of Sudan, the peace process needs to be reformulated to include all of the conflict's root causes and include negotiations that are more inclusive in order to move peace forward.

"To date, little has been done to hold the NCP accountable," Daniela Kroslak, Crisis Group's Africa research director, said in a statement. "Failure to respond appropriately would leave the international community an unwitting accomplice to the beginnings of Sudan's next war."

The report says while the Libya peace talks are on hold, violence in Darfur is rising, access for humanitarian agencies is decreasing and international peacekeeping has remained ineffective among other cited problems facing the region. The report urges the international community to reformulate the negotiation process to include a number of the core issues that drive the conflict and broaden participation while holding the National Congress Party in Khartoum to account.

"The current pause in negotiations should be used to strengthen the prerequisites for a sustainable agreement," said David Mozersky, Crisis Group Horn of Africa project director. "Rebel unification efforts must be given time to succeed, and the process should incorporate broader and more representative voices from Darfur."
