India fears activation of terror cells

NEW DELHI, Nov. 13 (UPI) -- India says it is keeping a close watch on developments in Kashmir fearing activation of militant sleeper cells.

The Indian army said it stepped up vigils on the border to prevent the crossing of Islamic rebels from Pakistan in the wake of the declaration of emergency there.

"The army is keeping a close eye on the developments in Jammu and Kashmir as it feared activation of militant sleeper cells to divert attention from the troubles in Pakistan," said Army Vice Chief Lt. Gen. M.L. Naidu.

"The emergency (in Pakistan) could lead to more infiltration. So we are more alert. We are reading the situation very closely and taking steps to ensure that we are not surprised by the sudden activities of militants," he said.

Naidu said troops along the Line of Control were already on high alert.

"We hope there will be no additional infiltration. Our troops are very much alive to the situation."

He was noncommittal, however, on whether the emergency in Pakistan would have a direct effect on a rise in militancy in Jammu & Kashmir.

"I can't say whether this is linked to the emergency but it could well be," he said.
