Full cargo screening possible in 5 years

WASHINGTON, Oct. 4 (UPI) -- The congressional mandate to screen 100 percent of all cargo containers bound for the United States within five years can be met, says a new report.

The report, from the Washington-based Reform Institute, is authored by Robert Kelly, senior adviser to the group and managing partner of CenTauri Solutions LLC.

“While there are some legitimate concerns regarding the 100 percent screening requirement," said Kelly in a statement, "it is now the law."

The requirement was included in the Sept. 11 bill signed by President Bush in August.

"Instead of procrastinating and posturing for extensions (of the five-year deadline), all the players should see this as an opportunity to enhance the resiliency of our supply chain,” Kelly said.

Kelly's report says the mandate can be met using technological innovations such as "smart" containers -- although he cautions against reliance on Radio Frequency Identification technology -- so long as "the public and private sectors collaborate closely, and real leadership is exhibited.”
